Microenterprise development interventions often fail to diagnose whether firm underperformance stems from missing administrative skills or lack of motivational expectations, leading to misaligned intervention mechanisms. Aligning technical coaching to administrative cognitive gaps and peer role models to motivational gaps activates two complementary drivers of enterprise growth.
