Seasonal Labor Drought Anxiety
In agrarian economies, the annual transition into the lean season creates severe employment scarcity, driving chronic financial anxiety among informal wage laborers. This acute background financial worry persists even when workers secure short-term manufacturing employment.
Picture this
Living near a lake that dries up completely for four months every summer creates constant anxiety. Even when holding a single bottle of water to drink today, the looming dry spell causes persistent worry about survival tomorrow.
What the evidence says
Laborers secured an average of only 1.9 days of wage employment per week during the lean season. Baseline surveys revealed 68 percent of workers could not produce INR 1,000 ($15.43 USD in 2017) in an emergency, 70 percent reported being "very worried" about future finances, and 83 percent reported thinking about finances while working.
- Who
- 408 non-migrant human male wage laborers (aged 18–55) across 47 villages in Odisha, India.
- How
- Observational baseline survey evaluating weekly wage employment availability, emergency liquidity, and financial anxiety levels during the March-to-June lean season.
What to do
Schedule interim financial assistance or wage-smoothing mechanisms during known seasonal lean months when regional employment availability drops below two days per week.
