The performance of public job guidance programs depends significantly on the individual competence and quality of caseworkers. High-quality caseworkers drive participant retention and effective skill-matching, whereas low-quality caseworkers lead to participant dropout and unexecuted service recommendations regardless of financial incentives.
Participants
Subgroup match of N = 3,710 jobseekers aged 18–22 across 82 Job Youth Centers in France with historical caseworker administrative records from 2010.
Study Design
Randomized controlled trial (RCT) testing treatment heterogeneity based on pre-experiment caseworker quality, operationalized as the proportion of jobseekers dropping out after their first meeting with a caseworker in 2010.
Results
Jobseekers assigned to high-quality caseworkers achieved higher baseline human capital investment index scores (9.50 vs -7.33) and received significantly more training proposals in the first quarter (88.3 vs 77.7, p < 0.01) than those assigned to low-quality caseworkers. However, financial transfer treatment effects on actual training completions did not differ significantly between high- and low-quality caseworkers (-1.36 vs +4.85, p > 0.10).
Takeaway
Evaluate caseworker performance using historical client retention and proposal execution rates, reallocating high-need jobseekers to top-performing counselors rather than relying solely on financial participation incentives.
