The performance of public job guidance programs depends significantly on the individual competence and quality of caseworkers. High-quality caseworkers drive participant retention and effective skill-matching, whereas low-quality caseworkers lead to participant dropout and unexecuted service recommendations regardless of financial incentives.

Picture this

Imagine a school where two teachers give students identical textbook materials. One teacher listens to students' goals and offers tailored advice, causing students to stay after class and enroll in advanced electives. The second teacher delivers generic advice, leading students to skip optional meetings. Giving students cash allowance to attend school increases attendance in both classes, but students only take advanced electives if they have the effective teacher.

What the evidence says

Jobseekers assigned to high-quality caseworkers achieved higher baseline human capital investment index scores (9.50 vs -7.33) and received significantly more training proposals in the first quarter (88.3 vs 77.7, p < 0.01) than those assigned to low-quality caseworkers. However, financial transfer treatment effects on actual training completions did not differ significantly between high- and low-quality caseworkers (-1.36 vs +4.85, p > 0.10).
