35 out of 84 drought-vulnerable Kebeles (41.7%) were dropped from the pilot because historical rainfall records from 10 of the 17 weather stations were incomplete, rendering risk actuarially uninsurable by reinsurers and reducing the final study sample to 49 Kebeles.
