State-Contingent Loan Credit-Financed Premium Demand Shift

Upfront cash premium requirements constrain insurance purchasing among liquidity-strapped smallholders. Financing both crop inputs and insurance premiums through state-contingent loans removes the upfront cash barrier and shifts effective demand upwards.

Picture this

Imagine a store selling expensive crop insurance for cash upfront before planting season, which few poor farmers can buy. When the store lets farmers buy the insurance and seeds on credit to be paid back only after harvest, almost every farmer signs up because no cash is needed today.

What the evidence says

Stated willingness to pay curves show that demand is highest and least price-elastic when both inputs and insurance premiums are fully financed through credit, compared to standalone cash-upfront insurance.
