Policy evaluations often fail to account for how advance notifications about future mandatory requirements alter individual behavior prior to the actual intervention date.

Imagine being told weeks in advance that a strict inspector will audit your progress on a specific date. To avoid the stress and potential penalties of the audit, you work harder and accept acceptable options earlier to resolve the situation before the audit date arrives.

What the evidence says

Non-notified job seekers (Group C) experienced a sharper, more abrupt increase in the exit rate to work around day 90 compared to advance-notified job seekers (Group B), confirming theoretical predictions of anticipatory behavioral smoothing; however, advance notification yielded no statistically significant difference in unconditional 365-day re-employment probabilities (68.3% for Group B vs 69.7% for Group C).
