Evaluations of contractual monitoring tools can be confounded if signed agreements trigger higher rates of auxiliary training, caseworker meetings, or job referrals, obscuring whether behavioral commitments themselves drive results.

Imagine testing whether signing a fitness pledge helps people exercise. If participants who sign the pledge also receive free personal training sessions, it is impossible to know whether the pledge itself worked or the extra coaching produced the results.

Treatment assignments yielded no statistically significant differences in ALMP participation days (group D mean = 0.056–0.080), meeting invitation frequencies (group D mean = 0.011–0.013), or vacancy referrals (group D mean = 0.031–0.054) across 90, 180, and 365 days (all p-values > 0.10).

This suggests that our main findings are not driven by differences in the access to ALMP, the receipt of vacancy referrals or the number of meetings with the caseworkers...
