Treatment effects are significantly concentrated among lower-ability workers (interaction coefficient = -0.171, p < 0.05 for employment proportion; -0.568, p < 0.05 for log daily wages) [28, 29]. Job seekers at the 25th ability percentile experience a 25 percentage point employment increase and an $11.01 daily wage increase, compared to a 1.5 percentage point employment decline and $2.20 wage increase for those at the 75th percentile [30].
For job seekers with low employability (predicted median duration exceeding 6 months), assignment to an early integration agreement (month 1 or 3) increased the 1-year re-employment probability from 45% (month 6 reference group D) to 53% (group A) and 54% (group C) (p < 0.01), representing an 8 percentage point or 18% relative increase; for high-employability job seekers, early integration agreements had no statistically significant effect (82% vs 82–83%).
The upper quartile of participants who benefited most from the program saw short-term earnings increase by 2.2 times the earnings gain experienced by participants in the lowest quartile.
Net employment creation was statistically significant only for firms with prior agency contact (+0.124 hires of registered jobseekers, p = 0.021), while firms without prior contact saw net hiring effects near zero (-0.005 hires) [29, 31].
The wage returns from acquiring short-term work experience were significantly magnified for candidates with prior international employer experience, yielding an interaction coefficient of 1.731 on inverse hyperbolic sine daily wages (p < 0.05).
The grace period contract increased monthly profits for risk-averse clients (48.5% of the sample) by 92.0% (Rs 1,207.7 to Rs 1,543.6 higher profits, p < 0.05), whereas risk-loving clients experienced no statistically significant additional profit gain (interaction coefficient -Rs 1,243.5 to -Rs 1,557.9).
